Herbert Constantine Maclang Bautista (born on May 12, 1968 in Quezon City), popularly known as “Bistek,” is an actor and politician. He was Quezon City vice mayor from 2001 until 2010, and city mayor from 2010 to 2019.
He served as commissioner of the National Youth Commission from 1999 until 2001.He has been the commander of the 1502nd Infantry Brigade (Ready Reserve) under the Philippine Army since 2018.

Herbert “Bistek” Bautista is an actor and politician who has served in public office for more than 30 years. He most recently served as mayor of Quezon City from 2010 to 2019, the maximum number of consecutive terms allowed by law.
Herbert Bautista began his political career when he was elected president of Kabataang Barangay National Federation. The Kabataang Barangay was a youth organization established by the late dictator Ferdinand Marcos in 1975 and the precursor of the Sangguniang Kabataan which was established in 1986.
As mayor of the capital region’s largest city, Bautista oversaw several socialized housing and disaster risk reduction management projects. He also spearheaded the establishment of Klinika Bernardo, the first clinic in the Philippines founded to reach out to more individuals at risk of contracting sexually transmitted infections.
During his years in public office, Bautista faced plunder and graft charges for alleged misuse of public funds.
If elected to the Senate, Bautista said he plans to file bills to benefit the local TV and movie industry. He also wants to push for bills that will promote local products which should help in strengthening our national pride.
Bautista is included in the senatorial slate of the UniTeam tandem of Ferdinand “Bongbong” Marcos and Sara Duterte. Although he acknowledges the human rights violations perpetrated by the regime of the late dictator Ferdinand Marcos, Bautista says he believes the former’s son and namesake has learned from history and will not repeat his father’s mistakes.
MAJOR ACCOMPLISHMENTS:
Public Office
After serving as city councilor and vice mayor of Quezon City from 1992 to 1998, Bautista ran and lost his first bid for mayor of QC in 1998.
Bautista served three consecutive terms for vice mayor from 2001 to 2010. As QC vice mayor, Bautista was among the authors of the Green Building Ordinance. This ordinance was passed to promote and protect the interrelationship of the city’s natural ecosystems and urban development.
Bautista then won three straight mayoral elections. As Mayor, Kilinka Bernanrdo and Bistekville were among his key projects.
Bautista returned to the private sector until 2020 when he joined the 1502 Ready Reserve IB PH Army as commanding general. He reached the rank of brigadier general of the Philippine Army but was relieved of official positions in the Army Reserve Command upon running for office.
